📖 Civic Duties and Responsibilities

As participants in the system of governance, citizens have rights, and it must be ensured that they receive them in a definite and proper manner. Activities contrary to this must be prevented and responsible exercise of civic rights must be implemented.

Citizens have the responsibility to fulfill certain duties and responsibilities towards society and the nation. These can be briefly referred to as civic duties. It is the duty of a good citizen to voluntarily abide by them.

🇮🇳 Constitution of India Article 51A (1976)

• Show respect and obedience to the Constitution and the fundamental values of the nation, refrain from disrespect and violation, and uphold the values of the national freedom struggle.
• Protect and maintain public property and refrain from damaging it.
• Preserve historical and cultural heritage.
• Protect and preserve natural resources, forests and wildlife, and ecological balance.
• Protect and promote the status and dignity of women and resist actions against women.
• Resist superstitions and social evils, cultivate scientific temper, scientific awareness and humanism, and strive towards individual and social integrity.
• Uphold the sovereignty, unity and integrity of the nation, promote religious and communal harmony and mutual brotherhood, and be ready to serve the nation when necessary.

🏛️ Panchayat Raj Act (1994, 1999)

The Panchayat Raj Act of 1994 defines the duties and responsibilities of citizens residing in a Grama Panchayat area. As a citizen of a Panchayat, every person residing in the Grama Panchayat area is obliged to perform the following duties.

📋 Duties and Responsibilities of Citizens

• Participate in the Grama Sabha, directly participate in the local governance process, and thereby make participatory democracy meaningful.
• Prevent tax evasion and ensure the own-source revenue of the local self-government institution by paying taxes accurately and on time. Avoid manipulation or evasion in paying taxes.
• Assist the Panchayat in development activities. Help in mobilizing personal, physical and financial resources and labour.
• Actively participate in planning, implementation and evaluation.
• Do not cause public nuisance, obstruction to public life, dumping of waste in public places, etc., and remain vigilant against such activities.
• Cooperate with the Panchayat in implementing activities such as sanitation, disease prevention, distribution of nutritious food, literacy, legal awareness and dispute resolution processes.
• Help make the social audit process meaningful.
• Engage in activities that support social unity and participatory development processes against fundamentalism and communalism.
• Remain vigilant in accordance with the law against corruption and maladministration. Ensure the possibilities for democratic functioning of local self-government.
• Cooperate in maintaining natural resources, public transport systems, etc., and refrain from misuse and exploitation.
• Promote and practice frugality, avoid extravagance and excess, and ensure self-reliant activities, organization and participation.
• Stand united against social evils such as alcoholism, drugs, dowry, violence against women, child labour, and activities against backward communities.
• Participate in environmental awareness activities and ensure ecological balance.
• Cooperate in the accurate collection, compilation and consolidation of statistics. Do not provide false information and resist the provision of such information.
• Help protect people affected by natural disasters.
• Develop cooperative and savings habits.
• Give up land for development needs and refrain from illegally occupying public land.
• Organize neighbourhood groups, self-help and mutual-help groups.
• Avoid anti-social behaviours such as spitting, defecating, drinking alcohol and smoking in public places and on roads.
• Do not slaughter animals publicly in public places. Do not sell meat and meat waste by keeping them in the open or displaying them in a repulsive manner.
• Ensure that pet animals, domestic animals and birds receive timely and necessary vaccinations and obtain licences.
• Comply with laws and regulations, do not violate them, and do not encourage or assist others to violate them.
• Maintain equality and justice between women and men. Participate in activities that promote the same.
