All Social Security Pension beneficiaries who were sanctioned pension benefits from Maravanthuruthu Grama Panchayat before December 31, 2025, are required to complete the mandatory e-Mustering through an Akshaya Centre by September 30, 2026.

Maravanthuruthu Grama Panchayat — For the Information of the General Public

Coastal management refers to the laws and activities aimed at protecting the environment, biodiversity and natural resources of coastal areas and ensuring regulated development. The Central Government has implemented Coastal Regulation Zone (CRZ) rules to control unregulated construction, pollution and environmental degradation in coastal regions.

Classification under the CRZ Notification, 2019

Under the CRZ Notification, 2019, Mathilakam Grama Panchayat is included under the CRZ–III B category. Development activities in this area must comply with environmental protection standards.

According to the 2019 Coastal Zone Management Plan, permission for construction activities is mainly granted in CRZ II and CRZ III areas. In Kerala, 36 municipalities, 5 corporations and 66 Grama Panchayats are included under CRZ II. Among the other Grama Panchayats, 37 are included under CRZ III A, 30 under CRZ III B and 2 Grama Panchayats are included under both CRZ III A and CRZ III B categories. Detailed information regarding the CRZ areas under the 2019 Notification is given below.

Detailed Information on CRZ Areas

Category CRZ IA (Ecology Sensitive Areas)

Ecologically sensitive areas and areas that contribute to maintaining the integrity of the coastal region through geomorphological features.

  • Permission for the construction of new residential buildings is not granted in this area.
  • Permission may be granted for activities included under Clause 5, 5.1 and 5.1.1 (i, ii, iii) of the Coastal Regulation Zone Notification, 2019.

Category CRZ IB (Intertidal Zone)

The area falling between the High Tide Line and the Low Tide Line (Intertidal Zone). Permission for the construction of new residential buildings is not granted in this area.

  • However, permission may be granted only for activities included under Clause 5 and 5.1.2 of the CRZ Notification, 2019.

Category CRZ II

The area up to 500 metres from the High Tide Line of the sea is included within the CRZ area. In other water bodies, the CRZ limit extends up to 50 metres landward from the High Tide Line. In addition, CRZ shall be applicable to the area extending from the High Tide Line towards both banks for a distance equal to the width of the tidal influenced water body or 50 metres, whichever is less. CRZ permission is not required for construction activities located 50 metres away from the High Tide Line of a tidal influenced water body. However, if the said water body is located within 500 metres from the High Tide Line of the sea, CRZ permission is required.

  • In areas falling under CRZ II, permission for residential construction may be granted only on the landward side of approved roads or buildings existing prior to 18.01.2019.
  • It must be ensured that the approved structures have been constructed legally.
The CRZ III category has been further classified into CRZ III A and CRZ III B.

CRZ III A

The area up to 500 metres from the High Tide Line of the sea is included within the CRZ area. In tidal influenced water bodies, the CRZ limit extends up to 50 metres landward from the High Tide Line. CRZ shall also be applicable to the area extending towards both banks from the High Tide Line for a distance equal to the width of the tidal influenced water body or 50 metres, whichever is less. CRZ permission is not required for construction activities located 50 metres away from the High Tide Line of a tidal influenced water body. However, if the said water body is located within 500 metres from the High Tide Line of the sea, CRZ permission is required.

  • The area up to 50 metres from the High Tide Line of the sea is a No Development Zone. No new construction activities are permitted here. However, reconstruction or repair may be permitted within the existing plinth area of approved residential buildings without any change in use.
  • Beyond 50 metres from the High Tide Line of the sea, up to 500 metres, permission may be granted for residential buildings restricted to Ground + First Floor, Height 9m.
  • Within 50 metres from the High Tide Line on both banks of a tidal influenced water body, reconstruction or repair may be permitted within the same plinth area of an approved residential building without change in use. CRZ permission is not required for construction activities located 50 metres away from the High Tide Line of a tidal influenced water body. However, if the said water body is located within 500 metres from the High Tide Line of the sea, CRZ permission is required.

CRZ III B

The area up to 500 metres from the High Tide Line of the sea is included within the CRZ area. In tidal influenced water bodies, the CRZ limit extends up to 200 metres landward from the High Tide Line. CRZ shall also be applicable to the area extending towards both banks from the High Tide Line for a distance equal to the width of the water body or 50 metres, whichever is less. CRZ permission is not required for construction activities located 50 metres away from the water body. However, if the said water body is located within 500 metres from the High Tide Line of the sea, CRZ permission is required. The area up to 200 metres from the High Tide Line of the sea is a No Development Zone.

  • In areas falling under CRZ III B, within 200 metres from the High Tide Line of the sea (NDZ), permission may be granted for reconstruction or repair within the existing plinth area of an approved residential building without change in use. However, for the traditional fishing community (subsequently amended as the traditional coastal community), permission may be granted for residential buildings within the No Development Zone, up to 200 metres from the High Tide Line, subject to compliance with disaster management provisions, ensuring proper public sanitation and waste management, and subject to the standards prescribed in the Government Order referred to in reference (3).
  • No construction shall be permitted within the NDZ of CRZ III except for activities permitted under this Notification, including repair or reconstruction of an existing approved structure without exceeding the existing Floor Space Index, existing plinth area or existing density; facilities required for such activities; construction or reconstruction of dwelling units for traditional coastal communities including fisherfolk; and the inclusion of necessary disaster management provisions and proper sanitation arrangements.
  • Beyond 200 metres from the High Tide Line of the sea, up to 500 metres, construction permission may be granted for residential buildings restricted to Ground + First Floor, Height 9m.
  • Within 50 metres from the High Tide Line of a tidal influenced water body, reconstruction permission may be granted within the same plinth area of an approved residential building without change in use. CRZ permission is not required for construction activities located 50 metres away from the High Tide Line of the water body.
  • At present, within 50 metres from the High Tide Line in the No Development Zone of islands, reconstruction permission may be granted within the same plinth area of an approved residential building without change in use. CRZ permission is not required for construction activities located 50 metres away from the High Tide Line of the water body. In addition, until the Integrated Island Management Plan (IIMP) receives approval from the Central Government, the distance limit for islands shall continue to remain at 50 metres.

Category CRZ IV

The CRZ IV category has been classified into CRZ IV A (the water area and seabed extending up to 12 nautical miles seaward from the Low Tide Line) and CRZ IV B (the water area and bed between the Low Tide Lines on either side of inland water bodies influenced by tidal action).

  • The water area extending from the mouth of a water body influenced by tidal action up to the point where tidal influence is experienced is included under CRZ IV B.
  • A water body with salinity of at least five parts per thousand during the driest period of the year is considered to be influenced by tidal action.
  • Permission may be granted for activities included in Clause 5.4 of the CRZ Notification, 2019.

Guidelines under the CRZ Notification, 2019

Under the CRZ Notification, 2019, guidelines are issued for granting permission for residential construction within CRZ areas subject to compliance with the conditions stated below.

  1. Local Self Government Institutions may grant permission, subject to the above conditions, only for applications relating to residential construction up to 300m² under the CRZ Notification, 2019 in areas falling under CRZ II, CRZ III A and CRZ III B.

  2. Applications for residential buildings exceeding 300m², applications for purposes other than residential construction and applications for the regularisation of residential buildings of traditional coastal residents shall be submitted by the respective Local Self Government Institutions to the Coastal Zone Management Authority along with their recommendation.

  3. Applications for residential construction up to 300m² received by the District Level Committee after 16.10.2024 shall be returned from the office of the District Town Planner to the respective Local Self Government Institutions.

  4. Applications submitted before the Coastal Zone Management Authority shall include the recommendation of the Local Self Government Institution authority, a Budget Estimate signed by the said authority, scrutiny fee as prescribed under G.O.(Ms) No.1/2015/S&TD dated 25.03.2015, and the Building Plan/Site Plan signed by the Secretary/Assistant Engineer, including the distance from the HTL and Geo Coordinates.

  5. If the property falls under CRZ II, details of the approved building/road constructed prior to 18.01.2019, including the Building Number, Year of Construction and Building Line between approved buildings, shall compulsorily be included in the plan.

  6. Applications for construction activities falling under CRZ categories other than CRZ II, CRZ III A and CRZ III B, as well as applications for regularisation of residential buildings of traditional coastal residents constructed subject to the CRZ Notification, 2011, shall be submitted directly to the Coastal Zone Management Authority.

  7. The responsibility for monitoring construction permissions under the CRZ Notification, 2019, detecting violations and taking follow-up action against such violations is vested with the District Level Committees (DLC).

  8. Before granting CRZ permission, the 2019 Coastal Zone Management Plan (Map) shall be examined to confirm the location and CRZ Status of the Property.

  9. In case of any ambiguity regarding the granting of CRZ permission, the matter shall be brought to the attention of the Authority and appropriate guidelines shall be sought.

  10. The CRZ Notification, 2019, and the 2019 Coastal Zone Management Plan (Map) are available on the official website of the Authority (www.keralaczma.gov.in).

  11. Information regarding the CRZ categories of corporations, municipalities and Panchayats falling within CRZ areas in Kerala is attached as an annexure.

  12. The responsibility for ensuring that all prescribed criteria have been strictly complied with before granting CRZ permission shall rest with the head of the concerned Local Self Government Institution.

⚠️ Important Notice

Local Self Government Secretaries are authorised to grant permission for construction in CRZ areas only subject to the conditions and verifications mentioned above. If CRZ permission is granted in violation of the applicable laws and guidelines, the Kerala Coastal Zone Management Authority has the authority to cancel such permission.
